Minutes Town Meeting
July 6, 2009
Emmitsburg Town Office

Present:  Mayor James Hoover; Commissioners Clifford Sweeney, Joyce Rosensteel, Denise Etris and Christopher Staiger, President.

Also present were Vickie Felix and Dave Haller, Town Manager.

Absent:  Glenn Blanchard with prior notice 

Call to Order  Commissioner Christopher Staiger, President of the Board of Commissioners, called the July 6, 2009 Town Meeting to order at 7:35 p.m. Pledge of Allegiance was recited.

Commissioner Staiger welcomed Commissioners Glenn Muth, and Bob Lookingbill from Thurmont.

Approval of Minutes  The Minutes of the June 15, 2009 Town Meeting were approved as presented.

Commissioner Comments

Commissioner Rosensteel attended the MML convention. She went to a number of interesting classes to benefit the position as a commissioner. She also was privileged to carry the flag for Emmitsburg in the flag ceremony. Commissioners Sweeney and Etris thanked everyone who participated in Community Day. Commissioner Etris announced the next concert in the park will be July 17th.                 

Mayor’s Comments - none

Administrative Business

Mayor Hoover attended the MML convention. He also stated that it is a real benefit to attend the classes and find out what other communities are doing. Mayor Hoover talked with town staff about the EBPA discussion re grease trap proposed ordinance. He is going over the packet to review their concerns and issues, as well as the Town’s concerns and issues. Hopefully he will be able to come back the first meeting in September with an agreed-upon ordinance for all parties. Commissioner Staiger would like all commissioners to get a copy of the EBPA’s proposed revisions. Mr. Haller gave his assessment to the Mayor to review, when he gets that back he will make a final draft for consideration. Mayor Hoover will follow up with staff in regard to a letter concerning speed enforcement violations. Mayor Hoover would like to reduce the amount of paper used to produce a meeting packet possibly utilizing the power point screen. There was a discussion concerning the baby pool, every year same problems. After repairs were done baby pool still leaks. Staff is working to get some estimates on what it would cost, but also at the same time looking at what other alternatives are out there. Commissioner Staiger requested to keep things in perspective, let the Board know how much has been spent over the past 5 years on pool repairs. Mayor Hoover will come back with something in about 45 days. Commissioner Staiger asked Mr. Haller about the garbage bill rate. Mr. Haller stated that the garbage collection had been running in the red because it has been so many years since the rate was raised. The rate was not reset every time a contract was signed. After six months Mr. Haller will bring back to board a proposed resetting of the trash collection rates.   

Reports:

Treasurer’s Report - Commissioner Joyce Rosensteel.  See attached report, Exhibit A.

Committee reports -   Commissioner Rosensteel reported that she was not here to attend the Planning Commission meeting and will need to postpone the minutes until the next meeting.  Mr. Haller interjected that the Planning Commission did meet and review and approve an addition plat related to the Reaver property and some property that the Town is acquiring from the Reavers to site the water tank on Creamery Road.  Representing the Streets & Transportation Committee, Commissioner Sweeney reported the meeting was on June 16, 2009. In May they went through all the main town streets and alleys to see what needed repaired, sidewalks and roads. The Lincoln Avenue project looks like it will start in November 2009.  Mr. Haller requested a copy of the report for sidewalks that need repaired.

The following residents commented on an incident that happened at the community pool. They were all supporting a town resident whose membership was revoked. Talia Bookman, 116 S. With no further business, the July 6, 2009 Town Meeting was adjourned at 8:37 p.m.
