Announce Next Meetings
Chairman Little announced the next meeting of the P&Z. The monthly meetings for August and September are 8/25/08 and 9/22/08
respectively.
Approval of Minutes
The minutes were reviewed. Tim O’Donnell made a motion to approve the minutes as submitted. Patrick Boyle seconded the motion. The motion
was approved 4-0-0
Commissioner Comments
Patrick Boyle – By-pass language in draft comprehensive plan not inclusive of recommended changes.
Northern by-pass should be removed.
Tim O’Donnell – Tim Spoke to the Cycle Across Maryland group about planning and zoning and plans
for cycling in Emmitsburg.
Patrick Joy - Feels that the Alternate should be able to participate whenever a voting member is
absent including the Liaison. Larry Little agrees but according to Town staff, she is unable to substitute for the Liaison.
Staff Comments
The members should have copies of the public hearing draft of the Comprehensive Plan. It is available from the Town office and is
downloadable from the website.
Agenda Item 1 – Emmitsburg Osteopathic Primary Care
Joe Ceci – Engineer who prepared the site plan.
Phase 1 was approved in 2005
- site plan was approved in 2005.
Included office and addition.
- Phased project because of handicapped access for existing building.
Phase 2:
- Addition of staircase between buildings.
- Handicap access from parking lot through the medical offices.
- Stair lift for access to existing building.
- Revised parking lot to comply with ADA.
- Relocated dumpster to SE corner and placed in enclosure.
- Widen entrance of parking lot.
- 4ft fence on west side.
Richard Washburn – Architect
- Improve the front of existing building but keep it true to existing architecture.
- Residing of Front.
- Remove existing picture window.
- Replace windows with standard double hung.
- Replace roof to match existing medical facility roof.
- Floated floors in order to level in the interior.
Patrick Boyle – Will the door way in front be handicap accessible? Answer yes but main handicap
entrance will be through the medical facility.
Tim O’Donnell – Concerned about the rainwater and drainage.
Sue Cipperly – Drainage will be to the patio and existing pipes.
Staff Comment: Read memorandum dated 7/28/08.
Larry Little asked about need for 1 additions parking space.
Sue Cipperly – VZ zoning requires the space.
Public Comment
Dianne Walbrecker – History window is a great idea.
Motion: Tim O’Donnell made a motion that site plan be approved subject to the modifications recommended by Town staff.
Motion was seconded by Patrick Boyle.
Motion passed 4-0-0.
